Obama knows that Cuba is the key of an understanding between The United States and Latin America. It is the key that can join both political current axes.

It is impossible for an American to have an informed opinion about Cuba until he has read Against All Hope, by Armando Valladares:

The Cuban government needs to make some big changes before we lift the sanctions, like releasing political prisoners, having democratic elections and having ambassadors appointed by both countries.

It looks like the Castro's realize that communism is not the way to the future and if they are willing to release political prisoners and hold democratic elections then and only then should we lift the trade embargo.
