Santiago, Chile (CNN) - Chilean President Michelle Bachelet said all emergency measures should be in place by Tuesday, three days after an 8.8-magnitude earthquake destroyed large swaths of the central and southern parts of the nation.

The death toll stood at 723 Tuesday, with 544 reported killed in Maule, where a sewer system collapsed and several water towers were close to toppling, the National Emergency Office said. The death tally was expected to climb, officials said.

Although damage was significant in Santiago, the nation's capital, electricity and water were restored to much of the city by late Monday and many residents could use their cell phones and other conveniences. About 90 percent of the city's stores were open.

In the quake's immediate aftermath, more than 1.5 million people had been without power in and around Santiago, which is about 270 miles northeast of Concepcion.

Speaking at a Tuesday morning news conference, Bachelet said the looting and lawlessness seen in the city of Concepcion and other areas will not be allowed. FULL STORY

Amen Jim- I'm with ya on the toothache. I don't think dental will be included in the healthcare bill. Cause, we working class can afford 1000 dollars a month for dental work. Thank god for aspirin!

Jail the looters but not the keystone cops who can't drop food and water to people in need in EVERY natural disaster in the past few years. Can ya'll at CNN see the pattern here!

with all that is going on right now, who cares about looting?? one would think that there is some sort of divine message in all this destruction, "BE NICE TO EACH OTHER, SHOW SOME LOVE, AND BE GRATEFUL THAT YOU ARE STILL ALIVE!" if nothing else we all know who is really in charge.

What they need to do is create a Reality show for everyone in Washington . It will be called How does it feel. Have our great people running this country dress down and go out in the real world and see what's it really like. No insurance, No pay checks and now no unemployment. Have a toothacke for more than 6 months. Light some candles for light and burn some wood in the 50 gallons drums for heat. See how our children are starving and Homeless. Put yourself on a job with a hardhat and report to work in the morning only to be sent home. They need to see how it feels. Keep talking down in Washington. Pretty soon we will be broke and we will be the laughing stock of the world.
