New rules limit time on grounded planes

(CNN) – We've heard the horror stories of stranded airline passengers, babies screaming, travelers stuck in planes on the tarmac for hours without food or water. Starting tomorrow, it's three hours and you're out of a stuck airplane. Our Jeanne Meserve has the details of the new airline passenger bill of rights law.

    What if the time is 2 hours and 55 minutes when the control tower calls the pilot and says, "You are cleared for take off in 7 minutes"?

    Why do we actually need a law for this? Why should the airlines pay a fine to the FAA? kw

    The F.A.A. is going to fine the airlines into the ground bringing on dead co op's .
