Joseph Sbaffoni, the director of the Pennsylvania Bureau of Mine Safety and Dr. Richard Kunkle, a retired physician who founded the Pennsylvania Special Medical response team, were two responders to the 2002 Quecreek mine incident in Pennsylvania.
