The blizzard: taking a toll on residents and elected officials

Snow is not only taking a toll on the residents of cities hit by the blizzard, but also on the reputations of government officials. Mayors of cities up and down the eastern seaboard are used to being judged on how well they respond to snow storms, and this blizzard is no exception.
