I work outside for my job. I cool down with ice packs and a spray bottle of ice water. Keep a cooler of ice handy. A smalll hand towel dipped in cold water with a few drops of peppermint oil so soothing. Just the fragrance is refreshing. The new light fabrics are also a must. No cotton in this heat.
Run your shirt under cold water until it's soaked. Wring it out, and put it on wet.

You have to pay attention to what you wear. When I go out during the day, it's usually in a Borat thong and a pair of Converse Chuck Taylor hi-tops. Don't forget the sunscreen!!
